Some forces have pushed constructed Magic towards greater consistency, including, but not limited to, the mulligan rules (and especially the London mulligan), the massively expanded card pool with many functional variants or copies of existing cards, and the greater efficiency of deck manipulation (especially with the advent of cantrips and fetchlands)

In postboard games, if you already have enough cards to play Hogaak, Arisen Necropolis from your hand, it is often correct to do so before milling more cards to play around Surgical Extraction even if that means potentially missing a little bit of value
It's a card that works better the longer it stays on board, and one that scales wildly in multiplayer pods
