The only downside is that you need to keep a creature alive in addition to the Enchantment in order to maintain that banishment, but Sheltered by Ghosts more than makes up for this by giving the creature in question Ward 2, for a total package that does more than other cards for less mana

As for what Tifa making it into the deck while the other characters have to settle for booster packs really means, there's a chance someone at Square Enix made that decision based on which in-game romance is canon
